RMB 600/m² is credible for some two-layer PCB orders in 2026, but it is not a universal benchmark for every standard board. Application, order volume, laminate, copper weight, geometry, surface finish, testing, panel utilization, quality requirements, and lead time can move two apparently similar quotations far apart.
If a supplier has recently quoted more than RMB 600 per square meter for a two-layer PCB, the number may feel surprisingly high. Is it evidence that the whole market has moved above RMB 600/m², or is the quotation expensive?
A low online prototype promotion, a manufacturer's reported average selling price, and a production quotation for an industrial product do not measure the same thing. Buyers need to normalize the assumptions before deciding which offer provides the lower real cost.
What the Public Data Actually Shows
Recent manufacturer disclosures provide useful reference points. They do not create a daily spot price for PCBs, but they show why a quotation above RMB 600/m² is plausible and why a single “market price” can be misleading.

These figures answer the headline question more accurately than a single advertised price. RMB 600/m² is not abnormal, but neither is a figure below it. The correct comparison starts with the same board specification, quantity, commercial terms, and quality scope.
Why Two-Layer PCB Quotations Remain Elevated
1. Laminate pricing is moving more frequently
FR-4 copper-clad laminate (CCL) is the structural and conductive base of most conventional PCBs. In June 2026, JLCPCB announced dynamic material pricing for FR-4 as well as FPC, aluminum, copper, Rogers, and PTFE-based products. The company cited significant increases in key raw materials, particularly CCL, and advised customers to use real-time quotations.
This is a useful market signal. When laminate suppliers change prices faster, PCB factories have less room to hold a fixed price list for long periods. A quote that was valid last quarter may no longer reflect the factory's replacement cost today.
2. Copper, glass fabric, and gold affect more than the base board
BenChuan Intelligent reported that its January–September 2025 purchase prices increased by approximately 9.36% for FR-4 CCL, 5.49% for electrolytic copper foil, and 35.78% for gold salt compared with the prior period.
Those inputs do not affect every PCB equally. Copper foil and CCL matter directly to a two-layer board, while gold pricing is especially relevant when the finish contains gold, such as ENIG. The material effect becomes more visible with thicker copper, heavier gold, larger panels, or low-yield designs.
Kingboard Laminates' 2025 annual report adds a supply-side explanation. It described strong demand from AI, 5G, and IC packaging for specialty glass yarn and fabric, with some capacity redirected from traditional products. It also noted that higher copper prices supported multiple laminate price increases. Even a conventional two-layer board can feel pressure when upstream capacity and raw materials are being pulled by higher-growth electronics markets.
3. “Per square meter” hides the prototype and small-batch penalty
PCB production contains fixed work before the first good panel is shipped: CAM review, tooling, imaging setup, drilling programs, test preparation, process engineering, and documentation. These costs are spread across many square meters in volume production, but across very little area in a prototype or small batch.
The Qiangda filing illustrates this effect. It reported that sample pricing was about 1.68 times its small-batch level and 1.87 times its mass-production level; very small sample orders under one square meter carried an even larger premium. The exact multiplier will differ by supplier and product, but the principle is universal: dividing a small order total by its board area can create a very high RMB/m² figure even when the supplier's processing fee is reasonable.
4. Yield can matter more than board area
A buyer normally thinks in finished board dimensions. A fabricator buys and processes production panels. The number of boards that fit on a panel, the required routing gap, tooling borders, coupon space, grain direction, and defect allowance determine how much material becomes saleable product.
Moving one board edge by only a few millimeters can sometimes reduce the array count per panel. The finished board area barely changes, but the material cost per good board rises. Tight spacing, small holes, narrow annular rings, demanding impedance tolerances, and cosmetic requirements can further reduce expected yield.
This is why the lowest apparent price per square meter may not be the best-engineered quotation. A supplier that has reviewed the actual Gerber files may price panel waste and process risk that a rough calculator has not yet considered.
5. The “same” two-layer PCB may not be the same product
The number of copper layers describes only one part of a fabrication specification. Any of the following can materially change the quote:
- High-Tg, halogen-free, low-loss, CAF-resistant, or specified laminate brands.
- 2 oz or heavier finished copper instead of 1 oz.
- ENIG, hard gold, OSP, lead-free HASL, immersion tin, or other finishes.
- Controlled impedance and impedance coupons.
- Smaller mechanical or laser-drilled holes.
- Tighter conductor width, spacing, registration, or outline tolerances.
- Edge plating, castellated holes, carbon ink, peelable mask, via filling, or selective plating.
- IPC Class 3, automotive documentation, microsection reports, or expanded traceability.
- Electrical testing, ionic cleanliness testing, solderability testing, or additional inspection.
- Short lead time, split delivery, special packaging, tax, and freight.
A quotation above RMB 600/m² may therefore reflect an expensive specification rather than an expensive factory.
How to Compare PCB Quotes on Equal Terms
Before comparing totals, ask each supplier to confirm the following items in writing:

Finally, divide by the number of accepted boards—not just the ordered square meters—to estimate the delivered cost per good board. This makes differences in panel yield, quality scope, and replacement policy easier to see.
How to Reduce Cost Without Reducing Reliability
The safest savings usually come from improving manufacturability and purchasing conditions, not removing controls blindly.
Give the supplier a complete RFQ package
Send the Gerber or ODB++ data, NC drill files, fabrication drawing, stack-up requirement, board quantity, array preference, finish, copper weight, test requirement, quality standard, delivery destination, and requested date together. Missing information forces the estimator to add risk or quote multiple assumptions.
Allow engineering-approved material alternatives
If the product does not require one exact laminate brand, specify the electrical, thermal, mechanical, flammability, and reliability requirements and permit approved equivalents. This gives the factory more flexibility when one CCL family experiences a price spike or long lead time.
Review panel utilization before freezing the outline
For a new product, ask whether a small outline adjustment or different breakaway method can improve the array. Savings from better panel utilization can repeat over the entire production life without weakening the circuit.
Separate prototype urgency from production economics
Use the prototype order to validate the design, but request production breaks at realistic future quantities. Do not extrapolate a sub-one-square-meter sample price directly to hundreds of square meters. Likewise, do not expect a mass-production price to include the same fast-turn service.
Challenge specifications that do not serve a requirement
Controlled impedance, ENIG, heavy copper, tight tolerances, and extensive reporting can be essential—but only where the product needs them. Review each cost-driving note with engineering. Removing an inherited or unnecessary requirement is safer than negotiating the supplier below a viable process cost.
